I disagree with most of your complaints.
Good testers have detailed and time consuming cal procedures...which should be done after replacing electrolytics and any suspect components.
Hickok 539C does use a bogey tube. I'm sure others do also.
Vast majority of testers cannot be used for matching...period! Only those that can replicate real world plate voltage under load may apply.

A bogey tube is only used to finalize calibration. There are no "on and off" cycles to contend with. After correct cal procedures are accomplished, if a tube, mostly 6L6, hits the magic transconductance number spec'd by the instructions....then it's a legitimate "bogey tube" for that tester! Set it aside and use it for next cal cycle. It's a time specific tool, not an end item for everyday use.
Use of that "bogey" for another tester is fraught with variables (cal procedures and cond of buyers tester) that may negate any good use of it for calibration.
Maybe that's your rub with someone selling an all-encompassing cal Bogey tube. Buyer must think it out first. Seller probably doesn't think many will = sale.
