No, you didn't get ripped off. Tube testers are not an exact science. Many NOS tubes will not meet the tube tester manu's numbers of what should be theoretical "100%". But yet they sound great.
Best thing to do is run them and see how they sound. You very well might like them. Don't get wrapped around the axle on numbers. I ran some old RCA 12AX7's that measured well below min, and they still sounded good. So maybe the tester isn't really telling all the facts? Don't know but it was perfectly cal'd to manu specs.
