If you are in the market for cryogenically treated valves both NOS and current production (I use them in my guitar amps and recording equipment) another excellent company is Watford Valves UK http://www.watfordvalves.com/home.asp (with whom I have absolutely no connection beyond receiving excellent advice, service and products). You can phone them and ask to speak with Derek Rocco for specific application advice.
As Bart mentioned cryogenic treatment alters the crystalline structure of metals but it can't improve on the production quality or purity of materials used in manufacture. This is why many NOS valves/tubes significantly outperform current production offerings.
The companies (Watford Valves and Tubeman) are in the business of selling valves and are not offering a postal cryogenic treatment for valves per se!
Derek Rocco has some test reports on the Watford Valves website which provide interesting reviews by valve type.
