J.D., hi. It all depends. Does the power supply for the heaters want to see a certain load? Is the power supply stable with only the line stage tubes in their sockets? If you do use place keeper tubes I'd be sure and short the phono RCA's. It is an easy thing to do and helps lower noise overall. If the heater supply is just an AC secondary winding it may need to be loaded to make the desired fil voltage. See if the line stage B+ is influence by the absence of the phono tubes. If pulling the phono tubes doesn't throw anything else off I think you're OK. Can you make these measurements? Happy Listening!
