Even 1/2 watt is overkill.
Given P=V^2/R, a 100M resistor would dissipate under 1/2 watt up to around 7,000v (which I'm sure is way over the voltage rating of any resistor).
5W would get you up around 22kv (ouch)
Digikey has some 1/4 watt 100M resistors at around $3-
