Dave, hi. Sounds like the bias isn't getting to the grids of the output tubes. Check the socket pins. Make sure there is good contact on the grid pin. Retension the pins if necessary. Any non soldered metal to metal contact (tube pins and the socket pins that hold then) are a perpetual source of problems. Resolder the socket pins to the board if there is one. This is another big trouble maker. If your output tubes are going into runaway at turn on the grids are not getting bias.
