Jon, hi. Bias readings must be taken under quiescent conditions which is to say with zero signal ( no music playing ). Still, the 30 to 100 mA swing seems excessive. Take some bias readings under zero signal conditions. If the output tubes are biasing up OK I would suspect a small signal tube to be the cause of the distortion you mention. About leaving amps on all the time - this will just wear out the tubes at a faster pace. I wouldn't leave tubed components on all the time unless there was a human being around to monitor. Is the distortion in both channels simultaneously?
