Many (but not all) don't have a clue of what they are doing or what they are selling. Prespective buyers HAVE to do their homework first and know what to look for.
If the tubes aren't unused, in their original boxes - they are used (with very few exceptions). Be aware of funky looking boxes and claims of "matched" because they have the same date codes or paint color or other stupid crap! If seller can't provide detailed readings off of good testers and production codes, my suggestion is to ask, and if they can't, steer clear or accept the risk.
Audiogon is another place that is getting it's share of bogus sellers making all kinds of BS claims.
Bottom line: educate yourself to the max!V/r
