Does your amp use a hum-pot on the filament?
Sometimes small adjustments can make a large difference with DHT's.Many tube testers can't put out enough current at 2.5v to test 2A3's properly. I've never owned the TT-1A, so I can't say if that is the problem here. Put a voltmeter on the filament under test - you may be rather surprised at how low the voltage is. This may explain the dim filament.
The ultimate test of any tube is how well it functions in the circuit you're using!
