You should check the 220 ohm 5 WATT sand-block resistors with a ohm meter and the amp off of course. There are four of them. These are located across the output tube sockets. They are designed to open if a tube arcs over so the rest of the amp is protected. DO NOT replace with a higher value part as you will cause other components to fail next time.
What tubes are in the amp? If they are the original US made KT88s these should be replaced with Svetlana KT88s, 6550C, or Electro Harmonix KT88s / 6550s. Other tubes may be fine but these will work and the factory used the Svet. KT88s exclusively now.
CE is the a world wide safety standard much like UL in the US.
