Sounds like they have worn gettering, but visual appearance doesn't really tell you the condition of the tube.While it sounds like new output tubes are in order, remember to check coupling caps, bypass electrolytics (if self bias'd) or bias voltage supply (if fixed bias). The tubes may have failed for a reason.
