Depends what you want to do...Repair equipment with lots of electrolytic caps -> ESR Meter
Reform Vintage Electrolytic caps -> Eico 950B or Heathkit IT-11 (which will need to be rebuilt itself...)
Measure signal caps or electolytic caps for leakage at actual B+ values --> Sencore LC-53 (expensive, but GREAT meter)
Sort boxes of unknown caps for value / matching --> cheap digital cap meter.
Digital cap meters are pretty useless for tube repair, leaky caps will just test as if they have a higher value. 9v across a cap doesn't tell you much about how it will act at 450v.
Alan Douglas' book on tube testers and test gear is a great resource on this stuff...
