Well, you've got nothin' to loose. As a last resort - I'd put it in an oven and slowly raise the temp to around 225 degrees - enough to hopefully soften the potting material if it's pitch/tar. I'd let it "bake" long enough to reach a pretty consistent temperature, then give it a few good "taps" downward in the usual operating position and let it cool.
