across the first cap after the choke, to make sure that the power supply draws the minimum current while the tubes are warming up.
After the tubes warm-up, the total current draw will be the sum of plate currents + the bleeder resistor. Voilá, you have cheated the PS and it will never fall out of regulation.
Duncan amps PS Designer II is very helpful to find out the right values of inductance + bleeder resistance for a given circuit.
Look at the B+ graph during the first 10 seconds, if the PS stabilizes pretty fast (less than one second) and never overshoots the capacitor's maximum voltage rating, you are in fine shape.
