I'd second Vinnie's comments. A wooden pallet covered by some old carpet is perfect to keep you isolated from the floor.

My first "real" workshop was in a cellar. I almost ended my hobby by standing on the concrete floor and touching a chassis that was floating at around 120v. Since then I keep an old pair of sneakers handy, and stand on a pallet.

While the GFI's are a great idea they won't protect you from most transformer isolated power supplies.

Test your outlets to make sure they have the polarity correct and are properly grounded. One of those $5 plug in outlet testers is a good investment. Every house I've moved into had at least one outlet wired backwards!

Also good light, and some shelving to keep the workbench clutter down.
