Jimmy -If you like a relay delay, look at CPS152 at www.electronics123.com It's a cute delay board that is easily adjustable and fairly inexpensive. I've used it several times with good success.
If you don't have a separate plate/filament transformer you can use another trick. Put a resistor after the rectifier that allows the filter caps to begin charging very slowly, then short out the resistor with a relay at 15-30 seconds. With one 83 design I used a 1K/10w resistor. You get a gentle flash as the relay closes.
