As Bas points out, the 5Y3 is directly heated and will provide B+ almost instantly.There are a few 5Y3 "varieties" that are indirectly heated. The Bendix 6106 has a tremendously long warm up time. There is also a 6087 (every one I've seen was made by GE) that is an indirectly heated 5Y3 type.
If you're looking for a slow turn on, consider the 5V4 or 5AR4/GZ34 as the most commonly available and "reasonably" priced alternatives. If your current requirements are small the 6X4/6X5 or 6CA4 are also nice.
Then again, there are many damper diodes that are very inexpensive and have slooooow turn on characteristics. The only problem is that you get a single diode per tube, so will need two in most applications. One trick is that you can use silicon rectifiers, and feed the output into a damper diode for the slow turn on. This is actually a very good performing and sounding trick imho.
