David -I would suspect you can, as the pass tubes are usually in parallel with individual grid resistors.
The Lambda's I've seen have only oil caps, and most power up nicely.
I was looking at various regulator circuits, as I have a LOTS of 6AS7/6080 tubes lying around. The older Lambda and Kepco supplies are so nicely built it hardly pays to scratch build.
The C-281 is especially nice, as the voltage/current rating is perfect for many SE designs. 6W6's are dirt cheap too!
