I'd suggest you disconnect the chassis ground lead from the AC cord. It can lead to strange ground loops and other noise problems. If you really want to connect it run it thru a 10 ohm resistor.

It actually sounds like your power supply is working fine - if you're developing 150v across the OD3.

I'd use Pin 2 of your OD3 as a ground reference. Connect all of your grounds in the case to this point. If the wiring gets tough, hook this pin to a short wiring buss or terminal strip and run all grounds to this point. Measure all voltages in reference to this point. I'd connect the ground to the chassis at only one point.

I'm sure others will have useful suggestions regarding grounding and wiring. The grounding scheme is the key to a quiet unit.

If AC on the filaments becomes a noise issue you have lots of chassis space for a rectifier/cap/dropping resistor.
