Those were the "target" operating points per the curves. The second section is elevated to "line up" with the first section. The actual voltages are on the schematic.

It took a bit of playing with the breadboard to get things to work nicely, but in the end I was very pleased. Also I originally had a cathode resistor on the first section and found that varous 6EM7/6EA7 variants had moderately different bias requirements for the first section. The variation was magnified with the DC coupling. You can see the small potentiometers in the pictures if you look closely. I then tried the NiMH batteries and was very pleased. The bias became rock solid and tube-to-tube variation was much less of a problem.
