I've built the same circuit - try shields on the 12AX7's.

Fix'd the problem for me.

Heathkit used umbilical cords for power on the early Williamson series (WA1 thru W3) as well as for the preamp power taps. They never used shielded wire, and the amps (and preamps) are very quiet. My own experience has been different than what others have reported - that shielding is rarely needed. If you do shield the wiring, ground it only at the power supply end to avoid ground loops.

Lastly, I'm not all that pleased with the sound of the RCA RIAA circuit. The circuit is very sensitive to output load.
