The flickering at low current draw is common.

If the different glow pattern (one up, one down) bothers you reverse the filament leads on one of the rectifiers. I don't know why, but the polarity of the filament leads seems to cause this phenomenon. With a heavier current draw the glow will fill most of the tube.
