Best to switch the transformer primary if possible. Use a separate filament transformer for the tubes you need to "preheat", then switch on the B+ transformer after an appropriate delay.

If you're dealing with a single transformer which combines filament and B+ then consider using an indirectly heated rectifier (and specificially some of the damper diodes) as an inexpensive and reliable way of delaying the B+.

Are you using a tube rectifier for your bias? If so, a solid state rectifier will give you a quicker bias voltage and may fix your problem. I've never found that a tube rectifier on the bias was of any sonic improvement imho.
