Nope - should be in range in about 45 seconds and settle to a rock stable value in 15-20 minutes.

Sounds like you may need to adjust the bias divider to give you a "less negative" adjustment range.

If you haven't, change the caps on the board (4 x .1, 2 x .05) out. They are usually leaky as heck. Orange drops work nicely and are inexpensive. IMHO more "designer" cap types are of little benefit in the ST70. Mouser carries them (www.mouser.com) at pretty good prices as well as other folks.
