v, hi. Notice Tomer says "before the cathode has reached its normal operating temperature." The key is 'has reached' meaning the cathode is hot but not at normal stable temperature of operation. Perhaps with a big force of B+ coupled with some current inrush whether because of cathode stripping or something else this condition is conducive to arcing.
So, what to do? Turn on the rectifier filaments for at least whatever the maximum time required for the cathode to reach normal operating temperature. I think you'd be quite safe with 60 seconds. Then the 6D22S will be all warmed up and ready to go. If you can't turn the heaters on without simultaneous B+ consider a switch somewhere in the ground return. I like a seperate heater supply best. As suggested lowering the first cap to 10 or less (how about 5) may be wise.
