Jim's right, $150 just isn't a reasonable budget for anything but an emissions tester. My favorite would be a TV7 - which would do what you're looking for, but a D/U in reasonable shape will set you back probably $600.
I have more tube testers then I'd like to admit, and wouldn't pull one down for your noise issue.
As a side note, it boggles my mind that anyone could design a preamp that requires 12 6922's.
Take a lesson from the old tv repair guys. Use substitution to find the problem. If the preamp uses separate tubes for right/left sides just swap until the hiss switches sides. You may also find that it's just a poor contact between tube and socket. Depending on the circuit that tube may function fine in another location. Worse case, pick up a small number of spares.
You can do a pretty good test of output tubes in the amplifier too - just build a small socket extender with a small (say 10 ohm) resistor in the cathode lead. A volt meter across the resistor will let you calculate plate current.
