Russ, hi. Appears to be an NE2 neon glow lamp. Gazillions have been made and probably will be made. Cold cathode device. I think ionization starts at about 65V and will run with less. Normally requires some current limiting - simple series R. What Stu mentions re Quicksilver is very very interesting. Elegant implementation.
