Pete, hi. The square brown caps look to be molded mica and ancient. The color dots convey characteristics. Do a search on this type to find the color codes. The 0.0004 look to be involved in RIAA EQ as I can't see anything else that would. Stick with this value or you will throw the RIAA equalization out the window. It appears resistors in the thing are wire wound. Very good. Can't tell about the other caps as to construction. Looks like the power transformer is mounted on top as it can't be seen. Is that a rectifier in a back corner (right) or the bottom of a twist-lock electrolytic?
Your Herald looks like it was made in the late 50's early 60's. Because of the close proximity of the power trans/rectifiers (?) the hum may be endemic to the design. I'd try tube shields. You might experiment with wire re-routing. Hope this is helpful.
