Dolby Labs did make a commercial Dolby B NR encoder/decoder Model 334. I think it was mostly used by cassette duplicators and FM radio stations in the mid 70s when they were experimenting with Dolby FM. They are quite rare. I've owned one in the past.
Dolby Labs became first became known for their pro NR device, the Dolby A system. This was a four band NR encoder/decoder that was very fine. Decca started using it around 1966. Later they made a Dolby C for cassette and Dolby SR(spectral recording) as an update for the Dolby A professional system.
