In my opinion, your best bet is to look for used pairs of the best audiophile quality budget speakers. PSB Alpha B1s are frequently available on eBay for under $200 per pair & you can find the Alpha towers for not much more than that. You can probably find something from the Image line for under $400 per pair. IMHO, it would be a mistake to attempt to get a full range speaker for the budget you have specified--you have a speaker that you will not want to keep and that will NOT retain any value for resale. Get a speaker that sounds great within its range--that speaker can be combined with a sub, used as a rear channel in a HT setup, or sold for something close to the purchase price.
If you are more adventurous, you can look for bargains in high-end speakers from the 80s. Sometimes KEF 104/2 show up at super-bargain prices--you will then have a wonderful speaker that does everything but the extreme low end. SImilarly, you might find a wonderful pair of Spicas.
