YES. Everything is conductive.

It just depends what voltage you want to use.

But, the practical / conventional definition for a conductor is the resistivity:

< 10^-4 ohm-cm are conductors (mostly metals)
10^-4 to 10^10 ohm-cm are semi-conductors (mostly ceramic based)
> 10^10 ohm-cm are dielectrics (wood, glass, stone, air, etc.)
