I don't use Pandora so can't speak about the service specifically. However, to my ears 128 vs. 192 kbps MP3 is a significant difference in audio quality.
I would say 192 kbps is pretty close to CD quality though that I don't think I can easily ABX the two assuming the encoder quality is close to what LAME can do at 192.
