Turning filters on/off as part of resampling is not a standard operation, such as would be defined in any textbook on digital signal processing. If you want to find some kind of unusual software, perhaps you should tell us what you are looking for specifically. Alternatively, if you want to do something really unusual, you can write your own software. The necessary tools (Python) are free. Here's a link to get you started.
