My friend ended up with a Lenovo 14" laptop with 256 GB SSD. 8 GB of RAM. (She wouldn't be running VM's, she has enough trouble with real machines. I can concur that 8 GB would probably not be enough if VMs are in play.) All her files take up less than 32 GB on disk, so there was no need for storage. This came to about $800, as I recall.
