My local company doesn't offer Internet service on cable. Their cable system is largely one-way and not suitable for two way communications (except low bandwidth from the cable boxes). It would have been a major upgrade to the system to allow use of cable modems. For better or worse, the owners chose to make the investment in DSL, which wasn't exactly cheap either because it required installation of active devices to reach all of their customers due to wire length restrictions. Every few years I discuss the issue with the people who run the system. If I were political, I would stir up enough residents of the affected towns and try to take political action.
Cell phone services come with restrictive data caps even if they provide better bandwidth than DSL. This is because of limited spectrum, most of which is wasted through the government allocation based on 1930's radio technology. Again, this is a political issue. There are also political issues associated with siting of cell towers and there are also huge construction costs, including construction of roads to access the mountain top tower sites. This makes it impractical to add bandwidth by constructing more cell sites and reducing subscribers per site.
