It's not about setting it "too tight". It's about the actual clock tolerances vs. the buffering and the fudge factors of any PLL. They have multiple modes, that's their way of adjusting to the tolerances. Incidentally, this would make perfect sense with SPDIF, but in this case it's USB and as I posted a while back this doesn't make any sense if the product actually uses async USB.
