For new recordings, there is no significant extra cost in producing and delivering the high res format via download. Indeed, some download sites will sell new releases at roughly the same price (at least initially). The increased distribution cost (to pay for internet bandwidth) for hi-res adds no more than $0.25 to the cost, so there is no need for $40.00 downloads.

For old analog recordings, it will be necessary to do a remaster and the cost of this will have to be amortized through higher prices. Here the pricing will depend on volume, possibly a catch-22 situation.
