Various telecommunications companies in various cities and states have made various promises in the past as to delivering high speed Internet, fiber optic connections, etc... They have made these promises to government in return for various regulatory benefits. Many years later they have failed to deliver. My advice is not to count your chickens until they have hatched.
Where I live I have the fastest available DSL service, download at about 15 MBPS. This is adequate for now. Unfortunately, the upload speed is only about 1 MBPS which is useless for many things I would like to do. This company also provides fiber optic service to selected localities and that would be decent service. Unfortunately, they have no plans to offer this service in my neighborhood. They also have no competition in Internet service. There is no cable alternative because the cable system is owned by the same company as the telephone company.
This is all about politics, not technology.
