Sometimes it is data, sometimes it is audio. The choice depends on what is downstream of the Ethernet.
When the signals coming off a optical drive are played back in real time, they are audio and the sound quality will depend on the power supply to the drive, etc... But take the same signals and send them to a computer as part of a ripping process then they will be just data, as demonstrated by the fact that the rip will be as good sounding regardless of the power supply. (Or if not, a second generation digital copy of the rip will be as good.)
The confusion arises because devices that process digital audio signals are far from linear and therefore behave in ways that are counter intuitive.
