RE: Does Window 8.1 clip 0dBFS signal?

Answering your "Why" would be difficult as it will depend on details of your specific configuration, not to say the extent of your technical knowledge.

The "What" is quite simple, and you have pointed it out yourself at the end of your post. Just turn the volume down slightly in your player application. (The amount required may depend on the music.)

If the DAC is running at the CD sampling rate then it is unlikely that the clipping you hear is in the computer, unless you have turned on some DSP. However, sometime Windows or player software will resample and this can cause clipping when the resampled data is set to the DAC. Most likely, however, the DAC itself may have problems with its gain staging. The designers are encouraged to push the maximum levels to get better measured signal to noise ratio in the hopes of increased sales to mid-fi customers.
