I would say that many people confuse "function" and "mechanism". On my dark days, I suspect that many people are incapable of ever understanding the difference.

As to the Raspberry Pi board, by either definition it is a computer. I have used it as a stand-alone computer system, in which role it was connected to its own keyboard, mouse and video display. It worked fine. I am presently using it as a server on my network. I suspect with the right add-on audio interface and a suitable power supply this unit would be able to work adequately as a network streamer, interfaced to an I2S or SPDIF DAC. It would require that the audio interface have its own clock. I do not believe that the USB interface is suitable for running USB DACs, at least I couldn't find any suitable drivers.
