The comments about bus speed might be relevant when it comes to getting high speed file transfers off of USB disks. For audio, the available bandwidth is vastly greater than required for even the highest resolution audio in Intel based PCs. There might be a problem in ultra-low end toy computers, such as the Raspberry Pi, but mine handled audio OK at 96/24 when I tested this.
IMO it is more likely that inefficient, bloated, and misconfigured software creates problems.
