It shows no such thing. There are three sources of problems: the computer, the cable and the device. There are various tolerances for all three system components. The system works only if the sum of the tolerances are within budgeted limits. Tolerances exist to allow for design, manufacturing and installation variations. One won't run into these problems if all three components are within specification, but if one or more of the components are out of spec (cheap or expensive junk) then problems are likely. Of course there are also people who are "computer challenged" and continually run into problems, for whatever reason.
As to those CD players. There would be no need to re-read if the error detection capability of the Redbook format had been properly designed. It wasn't, as Philips and Sony designed it to be "good enough for audio" in keeping with their marketing slogan, "perfect sound forever", a lie like most advertisements.
