Given that an application has a "helper" process (and as fmak rightly pointed out there is also a question as to whom is being helped) there is always the possibility of the application recreating the helper process when the user manually runs the application at some point in the future. So if you want to be more certain you have to delete the files as well, or be prepared to periodically police applications and see which ones are running. As an example of this there were versions of iTunes that recreated their "helper" applications on WXP and W7 when run.
Note that I said "more certain" and not "certain". There have been products that had built-in root kits that made it very difficult to tell if all remnants have been removed. These definitely fall under the category of malware.
