Gigabyte P35 motherboard by any chance?

A couple years ago I had this problem. Turned out it was a hardware/BIOS issue with the Gigabyte motherboard I was running at the time! I remember having to turn off the HPET setting in BIOS along with something else (don't remember) in order to minimize the latency and even then I had moderate spikes.
