I think you've got it arse-about-tit (as we say here in Oz). Typical mid-range (in the 3-ways) or tweeter (in the 2-ways) round-wire is 31g.

I would suspect that, yes, the foil-wire has a depth less than the diam of 31g wire - which is 0.227mm - but it is, what, 1/8" (3mm) wide ... so, even if it was only 0.1mm thick, the cross-sectional area would be 0.3mm - the same as a round-wire of 22g ... so it will have less resistance per foot.
