Cryogenic treatment is a way to reduces retained martensite in heat treated ferrous metals. It makes the metal less brittle.
It only works after getting the metal very hot depending on the target hardness. Does absolutely nothing to plastic other than make it extremely brittle when cold and probably causes microcracking. Doing it to tubes is even funnyer because any conceivable benefit would be lost through annealling at the next heat cycle ie when you turn the tube on! Unless you can create a molecular change which would significantly improve the plastics clarity which you can't forget it. The plastic is already so clear the laser has no difficulty at all.
