RE: The UPS Store is not.

"The amount of the Declared Value for a package is the responsibility of the shipper. UPS does not review each Declared Value amount that is paid when a label is created and see if there are any possible discrepancies that might change this amount."

Why should they? Will just cost them money and no one complains anyway.

So they're pleading intentional ignorance...thereby making some extra dough. I'm about at the point where I'm ready to get off the UPS merry-go-round, which is what they strive for. They are patient, polite, and go round and round 'til you fall off in exhaustion. I may or may not pursue this further. I may start at the The UPS Store who are an abetter if not the ultimate culprit here. It would be interesting to know what their financial agreement is with UPS.

But I'm not going to stay on this for much longer. The only recourse we really have is to just walk away. But it would help if more people knew about this UPS/UPS Store thing. If not technically fraud, it comes pretty close.
