I've shipped several items to Canada, and the receiver in Canada has to pay duties on incoming goods. Many buyers will try to have me lower the price on the custom forms, so they can save some money. I'm willing to do this only if they accept some liability, as the insurance should match the custom form declared value. So if you lower the declared value, you under-insure the goods.
Fed Ex Ground is the only service who has ever failed to collect the duty fees from the Canadian buyer. They then came back after me, the shipper, for the duty fee. After a long battle, I wound up having to pay the duty fees for the vanished Canadian buyer. I will never use Fed Ex Ground again to ship to Canada. I prefer USPS for international shipping.
