Cryogenic Tempering of Wire

Does anyone have any information on the positive or negative effects of cryogenic tempering of copper or silver wire? Are there any significant changes in the metal's structure when frozen at -300 F for two weeks? The proponants of this technology say it reorganizes the molecules in a tighter more organized pattern thus increasing hardness. I would think if this was true (and I don't know that it is?) then I would think properties like conductivity might be increased and inductance decreased? Has anyone ever scoped out wire that has been cryogenically tempered?
